Father charged in shooting death of 3-year-old in Norfolk

UPDATE: Police say Rayvon A. Messer has been charged with second-degree murder. He was arrested by detectives early Thursday morning in connection with the shooting death of a three-year-old boy.


NORFOLK, Va. (WAVY) — A three-year-old boy died at the hospital after he was shot Wednesday night in the Ocean View area of Norfolk.

Police say emergency crews were called to 19th Bay Street around 7:45 p.m. for a report of a child shot.

Once on scene, officers found the boy suffering from a gunshot wound. He was rushed to Sentara Norfolk General Hospital with life-threatening injuries, and died shortly after arriving.

Neighbors tell 10 On Your Side the sound of gunshots happen often, but now say they fear for the safety of their own family members.

“This is devastating,” said Shannon Nelson, a resident in the area. “I don’t know the family personally, but it just breaks my heart that this little boy suffered, just at the beginning of his life.”

Detectives have not released any circumstances surrounding this shooting. Authorities are still investigating.
