Driver of crash that claimed lives of Dylan Ballard, Elliot Hinton indicted by grand jury

HANOVER COUNTY, Va. (WRIC) — Nearly five months after a deadly crash in Hanover killed these two young men, charges against the teenager police claim was behind the wheel. A Hanover County grand jury returned direct indictments for the minor behind the wheel of a deadly crash that happened in April on Tuesday.

Seth Fleming is now facing two charges of involuntary manslaughter for the deaths of Dylan Ballard and Elliott Hinton.

The victims died in a crash on Cold Harbor Road in late April. Lee-Davis High School senior Ballard and alum Hinton were both killed after the car lost control on Cold Harbor Road in Hanover County and struck a tree. A witness told officers they had been drinking and smoking pot before the crash.

Fleming is not being charged with DUI. And that’s upsetting to some of the victims’ friends.

“I would like to see him punished to the fullest extent of the law,” Ashley Snead, Dylan Ballard’s friend. “There’s no way around it. He killed two people. Two people lost a son. We lost a best friend, someone who was like a brother to us. You can’t bring that back.”

Involuntary manslaughter carries a sentence of one to ten years on each count. Fleming is 18-years-old.
