Horace Thompson Owens Jr, 33, is in custody after he escaped from the Culpeper County Jail.
At approximately 10:40 a.m. Monday, Owens escaped from the rooftop recreation area. Culpeper County sheriff’s deputies and K9s responded to the jail, and Culpeper Town Police, Virginia State Police K9s, a bloodhound from Fauquier Sheriff’s Office, and Virginia Airborne Search and Rescue helicopter responded to assist in the search. A countywide Code Red message was sent to Culpeper residents, and local media was notified. K9 units tracked Owens to the point he received a ride by automobile.
Law enforcement followed-up on numerous leads received from the public, including one from the Brandy Station area, which led to units apprehending Owens after a brief foot pursuit ending in the 18000 block of Brenridge Drive at about 3:30 p.m.
Owens was charged with escape, a class 6 Felony. Culpeper inmate Joshua I. Fowler, 31, was charged with acting as a principal in the second to Owens’s escape (a class 6 Felony) for giving Owens a boost up the recreation wall, and Lester E. Davis Jr, 18, was charged with obstructing justice, a class 1 misdemeanor. The three remain at Culpeper County Jail.
