Several Henrico County Police Officers Receive Promotions In Ceremony

Several Henrico County Police Department men and women received promotions Wednesday night in front of friends, family, and fellow colleagues.

Nine officers were promoted during a ceremony at the Henrico County Training Center on East Parham Road. Among them, Lieutenant Linda Toney, who serves as the county’s Public Information Officer, moves to the rank of Captain.

Toney becomes the second woman to be appointed to the chief of police’s command staff.

“She epitomizes competence and has earned this promotion,” said Henrico County Police Chief Douglas Middleton. “Her performance and knowledge contributed to the favorable recommendation by the staff for her promotion.”

Below is a full list of officers receiving promotions in the county.

Lieutenant L. N. Toney is promoted to the rank of Captain.
Sergeant S. E. Kubicki is promoted to the rank of Lieutenant.
Sergeant A. J. Stromberg is promoted to the rank of Lieutenant.
Sergeant B. T. Wilson is promoted to the rank of Lieutenant.
Detective P. T. Cook is promoted to the rank of Sergeant.
Officer D. B. Green is promoted to the rank of Sergeant.
Officer R. B. Lehmann is promoted to the rank of Sergeant.
Detective E. A. Parker is promoted to the rank of Sergeant.
Detective R. M. Popielarz is promoted to the rank of Sergeant.
