Ex-Va. Tugboat Captain Charged In Barge Collision

CHESAPEAKE, Va. (AP) – A March 6 trial is set for a former tugboat captain on charges stemming from a collision between a barge and a skiff.

William C. Spencer of Smithfield is charged with operating a boat in a reckless manner.

Virginia Marine Police spokesman John Bull tells The Virginian-Pilot (http://bit.ly/UC3v0m ) that Spencer's tugboat, the Albert Pike, was navigating a barge that hit and sank a 17-foot skiff. The accident occurred near the High-Rise Bridge on the Southern Branch of the Elizabeth River on Nov. 26, 2012.

A fisherman in the skiff, James W. Phelps, was pulled from the water by the tugboat's crew and another boater.

The Albert Pike is owned by Skanska USA Civil Southeast Inc. Company spokeswoman Jessica Murray says Spencer is no longer an employee.
